During the period of general euphoria of sovereignty Crimea survived almost the entire world experience of state-building, including the presidential and parliamentary form of government and a period of stagnation – without the authority of the Constitution and not just find themselves on the brink of ethnic and social conflicts.
But residents of the Crimea had the wisdom not to overstep the line and from the point of view of common sense to establish constructive relations with the government, between governments, people of different nationalities, which was a prerequisite for social and economic development of the newly formed Autonomous Republic.
